Hong Kong’s Independent Commission Against Corruption arrested 33 people in two operations concerning suspected fraud and bribery in government technology-subsidy applications. The ICAC said the alleged schemes involved applications worth more than HK$150 million.
Subsidy programmes can be vulnerable where applicants, intermediaries and suppliers collude to inflate costs, invent transactions or conceal conflicts. Effective controls combine documentary checks with verification of beneficial ownership, delivery and the actual use of public funds.
The arrests reflected an investigation in progress at the time of the announcement. Arrest does not establish guilt, and any charged person is entitled to a fair process.
