Indexes are useful signals, not complete measures of enforcement quality. They should be read alongside prosecution outcomes, procurement transparency, asset recovery, whistleblower protection and the independence of oversight bodies.
What to watch
The practical test is whether improved governance scores translate into fewer opportunities for bribery, more credible investigations and better recovery of public funds across all levels of government.
